Congressional GOP Back Trump's Proposal to Overhaul Affordable Care Act

US senators are working through the weekend for the first time since the federal closure began over a month ago, but hopes for a cross-party deal on how to end the standoff appeared to diminish as GOP senators proposed a plan toxic to Democrats: eliminating the Affordable Care Act, called Obamacare.

Deepening Impact of Government Shutdown

The impact on Americans from the longest shutdown of the US government in history deepened on Saturday, as government employees went without pay, airlines were compelled to cancel flights and SNAP benefits have been delayed for 42 million Americans.

Trump's Plan from Florida Resort

As Saturday's meeting got under way, GOP senators embraced a suggestion made on online platforms early Saturday by Donald Trump from his golf course in West Palm Beach, for government payments to be substituted by HSA-style accounts.

"My recommendation is to Senate Republicans that the Billions of Dollars currently being sent to money sucking Insurance Companies in order to save the bad Healthcare provided by ObamaCare, BE SENT DIRECTLY TO THE PEOPLE SO THAT THEY CAN PURCHASE THEIR OWN, MUCH BETTER, HEALTHCARE," Trump wrote.

GOP Endorsement

Multiple Republican senators welcomed the proposal, which is comparable with a alternative for Obamacare put forward in 2017.

"We're going to replace this broken system with something that is actually better for the patient," one senator stated.

Another senator commended Trump's proposal on online platforms, and stood next to a large print of Trump's post as he spoke on the Senate floor.

"I am drafting the bill right now," a third senator posted in response to Trump's suggestion. "We must stop public funds from going to carriers and instead give it directly to Americans in HSA-style accounts and let them buy the medical coverage they want."

Democratic Response

Democratic senators shared alarmed responses to Trump's plan.

"In other words, Donald Trump's 'proposal' for health care is yet another cynical attempt to repeal Obamacare," one Democratic senator stated. "This is the same failed Republican plan that's been defeated by the public and Congress."

Another senator reacted to the criticism of insurance companies by writing: "Oh, Trump and the Republicans can't stand how the large insurance companies are ripping-off Americans. Really? Then I applaud your support for Medicare for All."

Continuing Talks

The Senate adjourned without reaching a resolution, but Senate Republican leaders have indicated an openness to an developing proposal from a small group of moderate Democrats to end the shutdown in return for a later vote on the ACA payments.

One Democratic senator, who is leading the negotiations among moderates, said that Democrats "require another way ahead" after Republicans turned down an offer to reopen the government and extend the subsidies for a year.

Another senior Democratic senator persisted in maintaining that Republicans should accept a one-year extension of the subsidies before negotiating the long-term of the subsidies.

"Inaction is irresponsible because citizens will go into debt, people will lose insurance, people will get sicker," the senator stated in a floor speech. "That is what will happen if this Congress does nothing."

Political Dynamics

None of the Republican senators seemed to grapple with the fact that consumers would still need to buy plans from the same carriers, or that Republican lawmakers need the support of several Democrats to reopen the government, and the concept of eliminating and replacing Obamacare with savings accounts is improbable to earn a single Democratic vote.

Some analysts suggested that the essence of such a proposal would eliminate the ACA's requirement that insurance companies cover patients with pre-existing conditions.

After his resort visit, Trump returned to his residence and doubled down on his insistence that Republicans stop seeking compromise and try instead to repeal and overhaul Obamacare with a iteration of the proposal that failed to garner enough backing in 2017.
